About CASA of Central Virginia

CASA (Court Appointed Special Advocates) of Central Virginia recruits, trains, supports and monitors caring volunteers to advocate for abused and neglected children in juvenile dependency proceedings in the 24th Judicial District.

Unfortunately, CASA of Central Virginia can not prevent child abuse and neglect from happening, but the volunteer advocates can play an important role once the abuse and neglect has been founded. Since CASA of Central Virginia first began training volunteers in 1989 and having them appointed to children’s cases, CASA volunteers have served a total of 2,559 children in the 24th Judicial District, a 2,258 square mile area that includes the cities of Bedford and Lynchburg, as well as the counties of Amherst, Bedford, Campbell and Nelson. During the past fiscal year (July 1, 2008 to June 30, 2009), 100 volunteer advocates contributed 5,455 hours in serving 330 children in our communities.

The CASA program is based on the concept that every child has a right to a safe, permanent home. The Juvenile and Domestic Relations Court Judge can appoint a “Court Appointed Special Advocate,” or a CASA, to a case involving a child who is a victim of abuse and/or neglect. The CASA then becomes an official part of the judicial proceedings.

The duties of a CASA are a) to thoroughly investigate the child’s situation; b) to submit to the court a written report regarding the child’s best interests; c) to monitor the case to ensure that the child receives services ordered by the court; d) to aid the Guardian ad litem (GAL); and e) to serve as the mandated reporter of abuse and neglect (Code of Virginia, Sections 9.1-153).

CASA volunteers work alongside attorneys, social workers, therapists and other service providers, as an appointed officer of the court, advocating exclusively for the child’s best interests. CASA volunteers offer children hope and trust during complex legal proceedings. They explain to the child the events that are happening, the reasons they are in court, and the roles of the judge, lawyers, and social workers. The CASA volunteers submit their recommendations and research in a written report to the court. In a recent survey, judges reported that “volunteers are the most effective in considering the best interests of the child and monitoring the case until it is resolved.”
